Buy top-quality hardware from a reliable consumer-products vendor, someone who produces OTHER consumer products that "just work". Like Sony and Apple. Buy it pre-built, pre-configured, and pre-installed with Windows, and test it before carefully adding only the applications that you actually need. Then put on the absolute best virus software you can afford, and when it tells you not to do something - don't do that. But that's expensive, restrictive and not at all what PC users want, so never mind.
